I need help! Please read!?

I live in a small town in Arizona. There are lots of animals though almost no stray dogs. I have read up on spaying and neutering and its importance's, all of the animals I own are fixed but my neighbors have 2 dogs one male one female that are not. The female has at least 3 litters(more or less) of 4 or more puppies a year for almost 7 years now. Almost every one in our town has a puppy from their dogs and she is pregnant again! Even her mother before her was practically killed because of all the puppies she had, and now the same is going to happen to the female dog now. And what makes it worse is that now they have a cat that is pregnant. I have tried to give them information on what happens in overcrowded shelters, but they just wont listen and I am scared to be too pushy because they are really good neighbors and their daughter is my best friend, but its gone to far. Firstly because there female dog, sadie, looks more healthy when she is pregnant then when she is not, and secondly they just ran out of dog food (ol roy, which is the lowest quality dog food i have ever seen) and they said that they cant afford to get more till next week. they also have two horses,both of which have hoof rot and weird sores all over their bodies. They never get rode and basically sit in there tiny muddy stalls and slowly die! I want to call like the pheonix animal cops but i dont know their number, the benson animal shelter is already full and i dont know what to do! please help me! give a number some advice anything!
